Strengthening Uganda's Health Systems

Health systems strengthening has been at the heart of IDI’s mission since 2006. A dynamic blend of innovation, research, and project implementation enables us to foster supportive policies and systems that improve access to, and demand for, quality health services.

We apply our health systems strengthening expertise across our work in infectious diseases, noncommunicable diseases, and reproductive, maternal, new born, child and adolescent health, working hand in hand with the government to ensure it has the policies, systems and health workforce in place to deliver accessible, cost-effective and equitable health services to all.

We implement programmes in partnership with a variety of stakeholders across the public and private sectors to enhance health service delivery and build country ownership by strengthening health governance and financing, improving the strategic use of data, building capacity across the entire health system to provide access to quality services, and increasing demand for these services at the community level. Gender equity and social inclusion are at the heart of our programming, and we continuously improve upon and adapt our interventions by applying context-specific research and learnings so that people can get the care they need.

Focus Areas for Strengthening Health Systems

Like a towering wall shielding a community from a tempest, IDI’s Health Systems Strengthening programme provides a continuum of services spanning infectious disease prevention to treatment across all levels of Uganda’s health systems. Our approach prioritizes national ownership, supporting the government to build health systems through the World Health Organization’s six foundational building blocks.

Integrated Service Delivery

We collaborate with the government to provide effective, safe, and quality personal and non-personal health interventions to those in need, ensuring universal health coverage and equitable care for underserved populations.

Health Workforce

A strong health system relies on a skilled workforce. We support the government in recruiting, training, and retaining health professionals to ensure they effectively meet the population’s healthcare needs.

Health Information System

Effective health information systems improve decision-making and service delivery by providing insights into health determinants. At IDI, we support the Ministry of Health to produce and use reliable health data to enhance public health outcomes.

Medical Products, Vaccines, and Technologies

Access to essential medicines, vaccines, and medical technologies is vital for effective healthcare. We work with the Ministry of Health to ensure their availability, quality, safety, and cost-effectiveness through efficient procurement and distribution practices.

Health Systems Financing

IDI assesses health financing to promote resource efficiency and equitable access. We work with the government to address financial barriers, ensure consistent funding, provide sub-grants, and advocate for better resource mobilization policies.

Leadership and Governance

IDI leads projects improving government accountability and collaboration in health programming. We work with the government to establish policies and regulations, using political economy analysis to understand the factors influencing health outcomes.

At IDI, we believe that strengthening health systems is about empowering communities. Our interventions and initiatives are crafted to ensure that everyone has access to quality healthcare, no matter where they are or what challenges they face.

Comprehensive HIV Care for All

Understanding the unique needs of the HIV community is central to IDI’s health systems strengthening approach. We collaborate closely with affected individuals to support national health systems in delivering comprehensive HIV prevention, care, and treatment services, including identifying at-risk populations.

Transforming TB Care in Uganda

As Uganda’s lead Ministry of Health TB implementing partner, IDI emphasizes community-based care through initiatives like LPHS TB Activity and PACT-Karamoja. We establish community TB treatment points to improve access in remote areas, focusing on active case finding, treatment adherence, and health education.

Orphans and Vulnerable Children (OVC) Programming

IDI’s OVC programme enhances the resilience of HIV-positive and affected children and adolescents by providing social support, protection, and community linkages. Our approach improves health, education, and economic prospects while addressing socioeconomic factors that contribute to the vulnerability of OVC and young women.

DREAMS Programming

In sub-Saharan Africa, adolescent girls and young women are at a higher risk of HIV infection. At IDI, we empower young women to own their health journeys by providing evidence-based interventions to address structural drivers like poverty and gender inequality.

Prioritising Underserved Populations

IDI is committed to reaching underserved populations by supporting district local governments and civil society organisations in delivering targeted community outreach services for essential health interventions like HIV testing and antenatal care. We focus on research-driven strategies to enhance health outcomes for marginalized communities.

Replicable Models

IDI has developed replicable models to enhance access to essential health services across Uganda. Key initiatives include Community Drug Distribution Points (CDDPs) and urban strategies like community ART pharmacy refills. These models ensure timely care tailored to individual needs.

Supply Chain System Strengthening

Strengthening supply chain systems is essential for effective healthcare delivery. IDI enhances these systems by training health workers, ensuring proper tool utilization, and facilitating timely logistics reporting to improve the availability of medicines and health supplies for better service delivery.

Strategic Information Support

IDI offers comprehensive strategic information support through planning, monitoring, evaluation, and research assistance. Our focus on data-driven decision-making ensures effective programme management and quality assurance across diverse projects.

Infrastructure Development

IDI is committed to developing essential healthcare infrastructure for effective disease management. We refurbish laboratories and clinical spaces for HIV/AIDS, malaria, TB, and other diseases, ensuring high-quality healthcare delivery. Our investments also upgrade theatres, maternity wards, and facilities for maternal and child health.
