General Summary

The Infectious Diseases Institute (IDI) is a Ugandan not-for-profit organization whose mission is to strengthen health systems in Africa, with strong emphasis on infectious diseases, through research and capacity development. IDI has six operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research, Laboratory services (including the CAP-certified IDI Core Lab & Translational Lab), Global Health Security and Health System Strengthening.

The Records Clerk will support entry of patient level data into electronic and paper-based systems to ensure establishment of high quality medical records at supported health facilities.

Key Responsibilities

  • Provide mentorship and training support to build capacity of facility teams to generate and maintain high quality patient data using standard HMIS tools.
  • Maintain up-to-date electronic medical records for all HIV/AIDS patients and generate real time on-site reports from facility databases.
  • Maintain high quality paper-based medical records including registers, HIV care cards, clinical notes, test results and medical reports for all patients in care.
  • Support safe storage of client medical records and promote patient confidentiality at all times.
  • Establish systems that allow for easy retrieval and archiving of patient files within facility records rooms.
  • Participate in facility performance monitoring initiatives and routine data use activities to continuously guide implementation of key project activities.
  • Work with health facility teams to conduct regular data quality assessments, and to implement and document data quality improvement activities.
  • Support facility data teams to compile and submit accurate HMIS and programmatic reports according to the set project, donor and Ministry of Health reporting timelines.
  • Any other duties as may reasonably be assigned from time to time.

With the help of International and local partners, the Infectious Diseases Institute (IDI) established the African Centre of Excellence (ACE) in Bioinformatics and Data Intensive Sciences – Uganda at its McKinnell Knowledge Centre on the main campus of Makerere University.  The ACE is a specialized unit providing advanced computing infrastructure and software to enable storage, retrieval and analysis of data from high-throughput sequencing, microarrays, proteomics, imaging, clinical, epidemiological and any other data intensive studies. In addition, the ACE hosts state of the art collaborative learning technologies including a tele-learning centre, and a Virtual Reality (VR) visualization lab.

 

IDI seeks to hire a Bioinformatics Scientist (BS) for the centre. The BS will be a fulltime staff who is familiar with the application of computational and biotechnology capabilities to biomedical and public health problems like genetics, clinical and medical research, as well as other data intensive analyses. By coordinating all center technical tasks and providing broad administrative oversight, s/he will have the primary responsibility of achieving the objectives and targets, and institutionalizing the policies and procedures set by the ACE management Committee on which s/he will serve as Secretary. They will also ultimately be responsible for applying policies from the ACE global council.

The research nurse will be responsible for recruitment of study participants and administering of all study related procedures to these participants.  The Project Administrator will assist in the technical team with administrative and financial management and administrative duties related to the project.

The MEL Officer will provide overall management of data, oversight of documentation within the facilities, mentorship of health facility and district staff in capturing and management of HMIS data in line with current national and USG guidelines. S/he will collaboratively work district biostatisticians to provide technical oversight of data teams and health facility teams to ensure generation and maintenance of high quality data that informs TB and TB-HIV service planning and implementation efforts.

The Finance and Operations Manager will oversee operations for all the three (3) USAID LPHS-TB Activity offices. This comprises oversight of the finance, supply chain, administration and human resources functions.

The Monitoring and Evaluation Specialist will work closely with the Senior Monitoring, Evaluation and Learning Advisor (SMELA) to oversee the development and maintenance of a comprehensive data system that will successfully measure the impact of LPHS-TB Activity.  S/he will also have primary responsibility for constructing data files for analysis, performing statistical analyses, and preparing tables and figures to present the results.  In addition, s/he will support the SMELA to monitor progress on program work plans.

The Local Service Delivery for HIV/AIDS activity (LSDA) is a five-year USAID funded project implemented by the Uganda Protestant Medical Bureau (UPMB) with local partners- Baylor-Uganda, Infectious Disease Institute (IDI) and Most at Risk Populations (MARPI). The LSDA implements comprehensive HIV/TB interventions through Private Not-For Profit (PNFP) entities currently supported by the USAID/Regional Health Integration To Enhance Services (RHITES) projects in the five sub-regions of East Central, Eastern, Acholi, Lango and South western Uganda. The LSDA supports PNFPs (Faith Based and Civil Society health facilities/sites and organizations) to provide integrated HIV/TB services in furtherance of the Government of Uganda and PEPFAR goal of attaining and maintaining HIV epidemic control by 2020, and ending AIDS by 2030.

In this partnership, IDI provides capacity strengthening support to LSDA regional staff and PNFP facilities for effective delivery of HIV/TB and laboratory services. IDI also supports LSDA supported sites’ IT innovations and solutions to enhance access to quality HIV/TB services.

General Summary

The Laboratory Specialist will work closely with development partners, Ministry of Health, District, and facility teams to strengthen lab systems and build capacity of supported laboratories to provide high quality services in line with national guidelines on HIV/AIDS/ TB diagnostics and related diseases as required.

Program for Accelerated Control of TB in Karamoja (PACT-Karamoja) is a five-year USAID funded Activity (2020–2025) that aims to increase TB case detection and treatment success rates  through health system strengthening in all districts of North Eastern sub-region of Uganda. In collaboration with key stakeholders in the region, PACT-Karamoja project provides technical assistance to district health teams to deliver high impact and innovative interventions that are in line with current national and global TB guidelines in  Karamoja  region. USAID PACT-Karamoja focuses on regional, district and community structures for the management of drug susceptible TB, drug resistant TB and TB preventive services in the districts of Abim, Amudat, Kaabong, Karenga, Kotido, Moroto, Nabilatuk, Nakapiripirit  and Napak.

To enhance leadership and technical capacity of the TB program at subnational and district level to effectively guide and manage the implementation of TB control activities.

The PD will have the overall responsibility of leading, managing  and reporting for project activities. S/he will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity. S/he will serve as the project’ main point of contact with USAID on routine and strategic matters. S/he will also ensure effective organizational management and communication with government officials at all levels, international partners and agencies.
