General Summary

The Data Officer will support health facilities and district teams to ensure accurate, complete, and timely collection, reporting, and use of TB and urban health data in line with national HMIS guidelines and project requirements. The role focuses on strengthening routine and digital reporting systems, including HMIS tools, DHIS2, and the electronic Case-Based Surveillance System (eCBSS). Under the supervision of the MEL Specialist, the Data Officer will mentor facility staff in data documentation and reporting, support routine reporting cycles, maintain project trackers, and contribute to data entry, cleaning, analysis, and use for performance monitoring and quality improvement across project-supported sites.

Key Responsibilities

  • Mentor health facility staff in documentation in to appropriate national HMIS tools and applicable digital systems.
  • Ensure completeness, consistency and accuracy of data captured into the HMIS tools and applicable digital systems.
  • Collaborate with regional partners in the district to ensure the availability of TB HMIS tools in all supported sites
  • Support facility staff in the timely compilation of the routine HMIS reports (weekly, monthly and quarterly) and update of applicable digital systems
  • Provide direct support to project-supported sites in reporting to DHIS2 and reporting data from community activities
  • Accurate and timely update of project trackers or reports
  • Support facility teams in the timely update of the electronic Case-Based Surveillance system for TB (eCBSS) to ensure its functionality.
  • Support data use both at site/hospital and project level, including activities related to performance review meetings
  • Support the district health teams and health facility staff in producing data summaries that inform continuous quality improvement initiatives in TB and urban health programming.
  • Participate in the analysis and interpretation of data
  • Provide occasional support to other health facilities in the Kampala, Mukono, and Wakiso district areas as instructed by the supervisor
  • Any other duties as may reasonably be assigned from time to time.

Academic Qualifications

  • Degree in any data management-related field.

Person Specification

  • Degree in any data management-related field.
  • Data analytics and presentation skills using Microsoft Office Suite, particularly MS Word, Excel, and PowerPoint.
  • Experience in TB HMIS data management at the health facility level.
  • Experience in the navigation of DHIS2, eCBSS, eAFYA, and any other EMR used at facility level for data management.
  • Previous experience in supporting TB and TB/HIV district and site-level data management tasks is an added advantage
