IDI’s Global Health Security Programme at a Glance

Global health security is a shared responsibility that cannot be achieved by a single actor or sector of government. Its success depends upon collaboration among the health, security, environmental and agricultural sectors. IDI acknowledges the essential need for a multilateral and multi-sectoral approach to strengthen both the global capacity and nation’s capacity to prevent, detect, and respond to infectious threats.

The COVID-19 pandemic outbreak highlighted the critical importance of strong national disease surveillance systems that can detect disease threats in a timely fashion and provide actionable information for public health action. At IDI, we build on the work already being done in countries to be as efficient and effective as possible. We promote mutual strategies, research, and policies to ensure that our partner countries are well prepared to respond to disease threats, wherever they might begin. This work is critical to protecting health in Uganda and Africa and is focused on:

Prevention and Detection

Disease surveillance and outbreak response, including establishing routine surveillance for priority diseases and developing information technology tools and systems. IDI’s GHS Programme collaborates and supports more 13 countries in Africa to build the global health security capacities needed to more effectively prevent, detect, and rapidly respond to outbreaks, epidemics, and pandemics. We promote the strengthening of resilient health systems that can anticipate and prevent potential outbreaks through coordinated and collaborative surveillance and improving diagnostic capabilities globally as well as through strengthening global biological security and biosafety.

Health Emergency Preparedness

Emergency management, ensuring countries have the knowledge and resources they need, including emergency operations centres that can mount a fast, coordinated response when outbreaks happen. We drive policy and strategy to strengthen preparedness, including developing the workforce, training frontline responders, laboratorians, disease detectives, emergency managers, and other health professionals who are responsible for taking the lead when crisis strikes. We also build capacity of laboratory systems and diagnostics to identify disease threats close to the source and inform decision-making for an effective response to potential health emergencies.

Outbreak Response and Coordination

When a health threat emerges, we collaborate and coordinate with domestic and international partners, including governments, academia, and other global health organizations, to mount an effective response through strategic policy work at the international level. IDI’s Outbreak Response Team—a core component of the GHS Programme—improves outbreak response by supporting regional countries in their response through effective coordination, consistent messaging, informed decision making, and strategic alignment of IDI’s priorities.

Global Health Partnerships

Achieving global health security requires robust and sustained financing to enhance the resilience of health systems and effectively prevent, detect, and respond to health threats. We work collaboratively with a wide range of partners to drive and sustain high-level attention and commitments for financing preparedness and the importance of strengthening the partnership between the finance and health sectors.

Integration of IDI Programmes

IDI’s broader programmes are inextricably interconnected with GHS Programme. All programmes provide a baseline of support for regional countries that is essential for them to achieve outbreak preparedness and response objectives. Including health systems reliance, primary healthcare, maternal and child health.
